Unfortunately, unless you get a specific drivers personal mobile phone number during your initial ride with either of the companies or you have a close friend who drives for the popular rideshare companies, it is not possible to request a specific driver using the app.
When you use the app to get a ride, the signal simply goes to the nearest driver located within the shortest possible distance of your location.
If you think you've found a reliable, friendly driver, you could exchange numbers in order to contact them at later date and time.
However, for documentation and safety purposes, I would advice anyone to stick with using the apps.
This way if something goes wrong, the companies are aware of your ride with that particular driver at that particular time.
