I agree with you 100%.
Most people tend to litter because they don't feel responsible for public areas like streets, parks and roads. It's nasty behavior that has been going on for decades.
Some people don't feel as though they're responsible for anything other than their private domain such as their homes, and even there, you won't find the most cleanest of environments.
It's a lazy and disgusting habit that needs to be addressed. Last time I checked, all cities oppose some sort of fine for people who litter, but city officials rarely catch people in the act.
I personally think more needs to be done.
The more they litter, the more it becomes a habit, and the worse the community looks.
People usually litter outside their own neighborhood where their trash becomes someone else's problem. It's unfair to others and everyone should become more proactive in the fight against litterbugs.
