The road you're referring to is old route 61 a.k.a (Graffiti highway) which is the road that leads to the now abandoned town of Centralia, PA.
Not sure exactly when people began to decorate the highway with graffiti but, it seems to have become a poplar thing around 2006. The year the film Silent Hill was released.
The entire town was evacuated due to a mine fire (coal vien) that has been burning under the Pennsylvania mining town since 1962 and is still burning to this day. Some sources say that there's enough coal fueling the underground fire, that it may continue to burn for another 250 years.
To my knowledge, no one knows how the fire actually started but, some trace it back to careless trash incineration in a landfill next to an open pit mine, which ignited a coal vein.
Pennsylvania Department of Transportation (PennDOT) has been cracking down on what they call trespassers, warning them to stay away due to sudden ground collapse and sinkholes.
Depite warning signs and no trespassing signs, people continue to flock to the area.
